“Grade A” is an official classification from the Rating and Valuation Department’s Hong Kong Property Review Technical Notes, based on construction, finishes, services and management quality. This page lists every Grade A building on the site, with the official definition quoted in full.

How “Grade A” is officially defined

The three passages below are quoted verbatim from section 4.5 of the Technical Notes to the Rating and Valuation Department’s Hong Kong Property Review 2025:

Grade A — modern with high quality finishes; flexible layout; large floor plates; spacious, well decorated lobbies and circulation areas; effective central air-conditioning; good lift services zoned for passengers and goods deliveries; professional management; parking facilities normally available.

Grade B — ordinary design with good quality finishes; flexible layout; average-sized floor plates; adequate lobbies; central or free-standing air-conditioning; adequate lift services; good management; parking facilities not essential.

Grade C — plain with basic finishes; less flexible layout; small floor plates; basic lobbies; generally without central air-conditioning; barely adequate or inadequate lift services; minimal to average management; no parking facilities.

It should be noted that location is not a feature of grade.

That sentence is the official wording. Much of what is written about Grade A offices claims a building must sit in a core business district to qualify — which contradicts the official definition. On the official criteria, Kwun Tong, Kowloon Bay and Tsuen Wan can and do have Grade A buildings.

How we sub-divide it

The official scale has only three grades: A, B and C. Within the official Grade A we sub-divide further into AAA / AA / A to make comparison easier within that band — this is our own breakdown, not a government grading. “Super Grade A” is likewise not an official grade; usage of the term is inconsistent and we do not use it.

Frequently asked questions

Who defines a Grade A office in Hong Kong?

The Rating and Valuation Department of the Government of the Hong Kong SAR, in section 4.5 of the Technical Notes to the Hong Kong Property Review. Offices are graded A, B or C on construction, finishes, services and management quality.

Does a Grade A office have to be in Central or Admiralty?

No. The official Technical Notes state plainly that “location is not a feature of grade”. The grade reflects the quality of the building itself, not the district. Kwun Tong, Kowloon Bay and Tsuen Wan all have Grade A buildings.

What actually separates Grade A from Grade B?

On the official definition: Grade A is modern with high quality finishes, large floor plates, effective central air-conditioning, professional management and parking normally available; Grade B is ordinary design with good quality finishes, average-sized floor plates, adequate lobbies, and parking not essential.

Is “Super Grade A” an official grade?

No. The official scale has only Grade A, B and C. There is no “Super Grade A”; usage is inconsistent and we do not use the term.

How do your AAA / AA / A tiers relate to the official grading?
